ZARRSO signs licensing agreement with the Zambian Ministry of Higher Education

On 16 August 2017 the Zambian RRO, ZARRSO, signed a licensing agreement with the Ministry of Higher Education of Zambia, covering the reproductions of works carried out in all public higher learning institutions in Zambia. zarrso_2017.jpg© Kenneth Musamvu

Speaking during the signing ceremony the Permanent Secretary of the Ministry Mr Owen Mgemezulu expressed their willingness to ensure that all institutions under them were compliant to the requirements of the laws of the land. He also made it a point that they realised the importance of them taking the leading role in obtaining the copyright reproduction license and were in full support of the operations of ZARRSO as they endeavoured to protect and remunerate creator's for their creativity. 

Speaking also during the signing ceremony was the ZARRSO CEO Ms Ruth S. Mwenya who expressed how this was a huge milestone for the RRO as they had negotiated this agreement for over two years. Most importantly she said it was very exciting because the government was taking a lead in ensuring the laws of the land meant to promote and protect literary and artistic works in Zambia were respected and enforced. She also said they were very positive that the agreement was going to be effectively implemented and rightholders were going to be incentived through royalty distribution as that is the primary objective of licensing for reprography. In her conclusion she thanked Ministry of Higher Education for their commitment and ensuring that the negotiations reached a conclusion.
