History of the organisation
Incorporated in: The Greek Copyright Law enacted in year 1993 provided for the first time a levy on photocopying machines to be collected by a collection society.
On the initiative of writers’ and publishers’ unions, OSDEL was formed in year 1996. OSDEL has the legal status of a non-profit cooperative.

New developments / legislation
A new provision on equipment levies has been enacted clarifying that mobile phones are also subject to levies at a rate of 2%.
Ministry of Finance issued a circular exempting levies from VAT and applying a stamp duty of 3,6%. Stamp duties do represent a cost factor. CMO’s and importers agreed to share the stamp duty (50%-50%).
New developments / court cases
The Areios Pagos (Supreme Court) ruled that copying within a copy shop falls under the exception of private copying. This negative ruling can only be rectified with a legislative initiative. In a case on levies the Athen’s Appeal Court ruled that equipment sold to businesses and is primarily used for business purposes is not subject to levies. This is a ruling based mainly on evidence. OSDEL will appeal this case before the Supreme Court.

According to a survey 53% of the total population is making photocopies 40% prints and 35% digital copies. 81% of the digital copies are of protected works (28% of the total population, 45% of the prints and 25% of the photocopies. 33% of the photocopies are made in copyshops, 31% at home, 26% at the place of work and 25% in a bookshop. 17% of the copies made in businesses is for private purposes and 83% for business - corporate purposes
New developments / licensing
In 2017 the press clipping licence scheme was launched. The major 3 MMOs signed a licence agreement which provides that their clients have to acquire the distribution and reproduction right from OSDEL. Approximately 800 companies requested and received a respective licence from OSDEL with a total revenue of 120k Euros.
