Krupnicza 12/6 COPYRIGHT POLSKA is a collective management organisation granted permission to manage publishers’ copyrights by the Polish Minister of Culture on 10 March 2003. It is a non-governmental non-profit organization. COPYRIGHT POLSKA collects both reprographic and private copy levies. As a levy operator COPYRIGHT POLSKA divides the collected money among publishers according to its internal regulations on distribution. The distribution method is based on the statistical research and data from the National Library of Poland and from the publishers. Members of COPYRIGHT POLSKA include authors, publishers and (as supporting entities) other entities and persons involved in the Polish publishing sector, such as the Polish Chamber of Books, the Polish Society of Book Publishers, the Association of Press Publishers “Repropol” and the Chamber of Press Publishers. Since 2006 COPYRIGHT POLSKA has been an associate member of the International Federation of Reproduction Rights Organizations (IFRRO). Since 2014 COPYRIGHT POLSKA has been a member of the IFRRO European Development Committee. In 2014 COPYRIGHT POLSKA became a founding member of Stowarzyszenie Kreatywna Polska (Association "Creative Poland") - an alliance of people, organizations and institutions of Polish creative industries. In 2016 COPYRIGHT POLSKA became an associate member of The International Authors Forum (IAF). Members of COPYRIGHT POLSKA are individual authors and organizations representing their rights (132), book and press publishers and organizations representing their rights (53). In July 2019 the National Court Register registered the revised articles of association of COPYRIGHT POLSKA, adjusted to the requirements of the new law on CMOs. In December 2019 COPYRIGHT POLSKA held election of Board and Audit Committee Members and adjusted internal regulations (i.a. distribution rules) to the changed articles of association and to the requirements of the law on CMOs. Copyright Polska is successfully collecting mandates from individual rightholders. The Ministry of Culture and National Heritage has appointed - on the basis of a contest procedure - COPYRIGHT POLSKA as the CMO for operating the PLR in the period 2016-2020 and 2021-2025. Direct payments to publishers constitute the foundation of the system of equipment and operator levies distribution maintained by COPYRIGHT POLSKA. The distribution system is based on: a) statistical research, b) the National Library of Poland legal deposit catalogue and c) data collected by COPYRIGHT POLSKA directly from publishers. Statistical research into copying and reproduction is carried out by key Polish public opinion research companies and it supplies information on the share of specific categories of printed works in reprographic copying. In 2020 the method of research was changed and the scope of the research was expanded in order to gain information about new trends in copying in Poland (the use of other electronic devices, the electronic storage of copies, the use of cloud, place of copying etc.). Since 2015 Copyright Polska has received number-of-copies-printed data directly from publishers and in 2021 this data has been expanded to data on rights as well as on commercial status of titles (in/out of commerce). Statistical data and surveys, as well as data collected directly form publishers 3 Max. 25%(max. 10% in the PLR scheme). Apart from covering administrative costs COPYRIGHT POLSKA is allowed (on a basis of its general distribution rules) to keep from the whole sum of levies collected each year (the net value) an amount of 10% as a deduction for cultural and educational purposes. 13 FTE PLN Poland
